What is Seed-to-Sale? 

Seed-to-Sale is a term that gets used a lot in the cannabis space and may appear interchangable with POS, or even ERP, at times. Seed-to-Sale is typically used as a compliance system and POS to organize and hold all the operator’s information. This is helpful however, Seed-to-Sale does not integrate finance platforms forcing users to utilize QuickBooks or other finance platforms. While some Seed-to-Sale software programs may be more robust than others, overall they are limited by:

  • No or extremely limited support for manufacturing or processsing  
  • No cross-departmental integration 
  • Reporting that only pertains to specific transactions or tasks, not representative of the entire buisness suite of functionality  

A Seed-to-Sale software focuses on regulatory compliance, but doesn’t offer the resources for scalability. 

What are the Major Differences Between ERP and Seed-to-Sale? 

Seed-to-Sale is a regulatory platform for compliance and limited reporting. It works for dispensaries as far as inventory and retail sales tying into state regulatory platforms. It was announced on August 5, 2025 that state regulatory systems, Metrc and BioTrack, would be strategically partnering on cannabis technological solutions. This acquisition between the two dominant state systems sees Metrc focusing on managing state regulations and BioTrack relinquishing their state regulatory contracts and focusing on their ERP and POS systems. This partnership has also spawned BT Government, which will oversee the government end of BioTrack’s existing state contracts. 

Let’s look at what that means for cannabis operators. 

What is Changing for BioTrack States? 

BioTrack’s state partnerships are now wihtin the Metrc umbrella. Currently, BioTrack manages state compliance systems for: 

  • Arkansas 
  • Connecticut 
  • Delaware 
  • Hawaii 
  • Florida 
  • New Hampshire 
  • New Mexico 
  • New York 
  • North Dakota 
  • Virginia 

Illinois was previously a BioTrack state, but began onboarding all operators to Metrc earlier in 2025, citing the desire to utilize Metrc’s “RFID technology that offers real-time visibility into product movement—from cultivation to sale.” They elaborated on the switch by stating that “this switch allows regulators and businesses alike to reduce manual data entry, track compliance more accurately, and respond faster to discrepancies or recalls.” 

As of July 1, 2025, Illinois is officially a Metrc state. 

As of the Metrc/BioTrack announcement, there are no public plans to move BioTrack states off of BioTrack and onto Metrc. These contracts, however, are owned by Metrc and the move from BioTrack to Metrc is a reasonable possibility.  

What is BT Government? 

To assist with the acquisition, BioTrack’s state regulation branch has been segmented into its own entity, BT Government. BT Government, as stated by Metrc, “will support the delivery of regulatory technology to state partners.” The BT Government division be overseen by BioTrack’s current Chief Operating Officer, Moe Afaneh, while still being connected to Metrc via the acquisition. In the interim, BT Government operating somewhat independently will allow Metrc and BioTrack to work together managing the existing BioTrack state regulatory contracts.  

What will BioTrack Do Now? 

Within the Metrc press release it is stated that “BioTrack will expand its focus on commercial cannabis solutions, including ERP and POS platforms.” BioTrack currently operates the cannabis ERP system Alleaves and had acquired MJ Freeway in 2024. Interestingly, MJ Freeway has been the state regulatory system for Pennsylvania since 2017. Pennsylvania operators have expressed issues with the platform, which may lead to changes on the horizon especially as their adult-use bills get closer to realization.  

Does the Metrc/BioTrack Merger Change Anything for New York? 

New York is a unique situation because it was currently in the process of onboarding operators to BioTrack’s Seed-to-Sale system for operator regulation. In November 2024, New York’s Office of Cannabis Management (OCM) stated that they were preparing for the mandatory intergration of BioTrack for cannabis license holders. The original timeline saw all New York operators being fully integrated between August 1, 2025 to October 1, 2025.  

On August 5, 2025, the same day the press release was issued by Metrc, the OCM announced that the BioTrack integration deadlines are paused. Their bulletin to all New York cannabis license holders stated that they “must evaluate systems implications for both the agency and licensees and determine the extent to which this development affects STS (Seed-to-Sale) integration in New York.” 

Is Anything Changing for Metrc States? 

Metrc currently operates in the following states: 

  • Alabama

  • Colorado Industrial Hemp 
  • District of Columbia 
  • Guam 
  • Illinois 
  • Kentucky

With the implementation of Metrc in Oklahoma, the means for seed-to-sale tracking has taken a dramatic shift for cannabis business owners throughout the state. On Feb. 25th, 2022, the Oklahoma Medical Marijuana Authority (OMMA) and the Oklahoma County District Court reached an agreement allowing Oklahoma’s seed-to-sale system to move forward with Metrc, lifting the initial restraining order that initially blocked the system’s implementation.

So, what does this decision mean for cannabis business owners in the state, and how can you get started on your transition? Here are the steps for a smooth transition, as well as other pertinent information regarding the new law.

Is Metrc Required in Oklahoma?

All cannabis business owners and medical marijuana commercial licensees in the state of Oklahoma now have until Thursday, May 26th, to transition over to the new system, when it will then be required by law. To facilitate the implementation of Metrc, Oklahoma officials have released a series of key dates and information regarding the transition:

  • February 25th – OMMA reaches an agreement allowing Metrc to move forward as Oklahoma’s primary seed-to-sale system
  • May 26th – Oklahoma Metrc Deadline. All Oklahoma cannabis businesses and dispensaries must be compliant with Metrc
  • May 27th – OMMA plans to focus the bulk of its enforcement authority on businesses that are not yet compliant with Metrc
  • August 24th – Dispensaries and cannabis businesses must sell or legally dispose of all products in their inventory that are not tagged by Metrc

How to Transition to Metrc in Oklahoma

To begin your onboarding process with Metrc in Oklahoma, here are some key steps for you to follow to provide you with a smooth transition:

Getting Started

  1. Familiarize yourself with Metrc, and consider watching training videos to get an idea of where to begin.
  2. Consider reading Metrc “101: How to Keep Your Dispensary Compliant”, if the program is entirely new to you, or you’re semi-unfamiliar with the system.
  3. In order to complete Metrc’s “New Business Training”, a license owner or key administrator is required. This license owner will receive their first-time login for a Metrc account and must log in within 48 hours through the Metrc portal.
  4. Request Metrc plant tags, package tags, and other UID tags. The current rate that Metrc charges is $0.45 per plant tag, and $0.25 per package tag. Tags will take 1-2 weeks to arrive.
  5. Add employees to Metrc software and ensure that all permissions correctly match each employee’s position.
  6. Document physical receipts of requested Metrc UID tags, then assign and apply the UID tags to your cannabis products.
  7. Access the “Beginning Inventory Guide” in the Metrc portal, which outlines steps to enter initial plant/package inventories into your system.
  8. Add Strains, Items, Zones, and Rooms to Metrc, which must be made prior to creating any plantings/plant groups or packages.

On February 2nd, 2022, state officials signed the legislation for the Mississippi Medical Cannabis Act, thus legalizing medical marijuana in Mississippi. So what does this mean for state residents now that the legislation is in effect, and what role does it play in the potential legalization of recreational cannabis for the state? Well for one thing, Mississippi is already set to begin accepting cultivation and “other” medical marijuana license applications in June, in order to meet the statutory requirements of a newly enacted MMJ law. Is Medical Marijuana Legal in Mississippi?

As of Feb 2nd, medical cannabis in Mississippi is now legal, thanks to the recently signed Mississippi Medical Cannabis Act. The law permits the use of medical cannabis to treat certain medical conditions, which include:

  • Cancer
  • Parkinson’s disease
  • Huntington’s disease
  • ALS, muscular dystrophy
  • HIV/AIDS, hepatitis, and other transmitted diseases 
  • Crohn’s disease, ulcerative colitis, sickle-cell anemia
  • Alzheimer’s disease, dementia, post-traumatic stress disorder
  • Autism
  • Cachexia or wasting syndrome
  • Chronic pain, severe or intractable nausea
  • Seizures, severe and persistent muscle spasms

What This Means For Obtaining Medical Cannabis in Mississippi

Mississippi is now the third state in the deep south to legalize medical cannabis, and the 39th in the U.S. overall. According to a short news release, “the goal is to provide a safe and accessible program that meets the needs of patients and the public health and safety of all Mississippi residents…” The law also gives local jurisdictions and cities 90 days to opt out of allowing medical marijuana facilities in their areas.

The Mississippi Medical Cannabis Act contains a number of favorable provisions for employers. Some of these include, but are not limited to:

  • Employers are not required to allow or accommodate the medical use of medical cannabis, or to modify any job or any employee who engages in the medical use of cannabis, or seeks to engage in the medical use of cannabis.
  • Employers are not prohibited from refusing to hire, discharge, discipline, or otherwise taking employment action against an individual with respect to hiring, discharging, tenure, terms, conditions or privileges of employment as a result of that individual’s medical use of cannabis
  • Employers are not prohibited from enforcing a drug testing policy.
  • Employers may discipline employees who use medical cannabis in the workplace or who work while under the influence of it
  • Employers and their workers’ compensation carriers are not required to pay for or to reimburse an individual for costs associated with the medical cannabis

State residents and organizations will now be able to apply for cultivation and grow licenses come June, but as for what those exact requirements are, it’s yet to be determined.
